75th year of SVD Missionary Service
(Following is the speech delivered by Fr. Dionisio M. Miranda, SVD, University President, on the occasion of the unveiling of the logo celebrating the 75th year of SVD missionary service at the University of San Carlos, on Monday, 1 March 2010, at the Ayala Activity Centre, Cebu City.)
Time is not only a measure; it is a dimension; it is a history; it is a perspective. For the University of San Carlos 2010 is a milestone. Institutionally USC began as a grammar school, evolved into a college-seminary, and finally ended as a university. The school saw various personalities come and go, mostly religious, such as the Jesuits, the Dominicans, the Vincentians, and the SVD, always under the guidance of the Archbishop and in partnership with his clergy. It was silent observer to critical periods in Cebu history, such as the Spanish evangelization, conciliar reform, the Philippine Revolution, the American administration, World War II, independence, martial law and the outburst of People Power. With so many disparate events and personalities, places and institutions coming together the mind struggles to find a focal point to lend coherence to the whole, as a thread to a narrative.
It is the milestone which itself provides the perspective, for it was 75 years ago in 1935 when the Society of the Divine Word accepted the administration of the Colégio de San Carlos as its form of mission in this part of the archipelago. So soon after, the war totally devastated what little they had built, and could have aborted the mission then and there. But the pioneers regrouped, and instead of merely restoring the college, raised the school to its status of University of San Carlos on July 1, 1948. Steadily the school responded to the educational needs of Cebu and beyond by opening 8 colleges: Arts and Sciences, Education, Commerce, Engineering, Architecture and Fine Arts, Nursing, Pharmacy, and Law. USC was a founding member of PAASCU and promoter of its standards. Repeatedly granted autonomous status by CHED, USC boasts of a good share of Centers of Excellence and Centers of Development. Its international linkages are unmatched locally, and often fruitful. Its research institutes have contributed to Cebu in varied and significant ways, such as water management, population studies, history, architecture, literature and culture.
That is what USC reads out of, and invites you to read into, not only the logo for the celebration, but USC’s partnership with Cebu. The diamond represents the gem that is in people, for education is the systematic and methodical process of drawing out the very best in any learner, an end-result pursued each in its own way by the university’s major facets and minor planes, namely our colleges and departments. Some units have few parallels in the Visayas, such as Anthropology and Pharmacy, others are leaders in their fields such as Engineering and Biology; we compete respectably with Manila in Law and Architecture. The USC diamond blends with the SVD logo to affirm how intimately their histories have woven into each other. It signals as well our commitment to interlink our educational programs more and more with the social, economic and cultural agendas which will further enhance the progress and development of our island home. The cross points to our vision of educating to God’s love which embraces the world and redeems it in so many ways, especially through cultural and religious studies. The blue evokes the sea the first missionaries had to cross from Manila to Cebu, pointing to other horizons as we launch into the deep of twenty-first century educational challenges and possibilities marked by Bologna, Washington and APEC.
We invite you to join USC as we celebrate our common achievement and consecrate each milestone in thanksgiving to God who made it possible.

The Professional Regulation Commission (PRC) announces that 20 passed the Professional Electronics Engineer and 632 out of 2,340 passed the Electronics Engineer Licensure Examination given by the Board of Electronics Engineering in the cities of Manila, Baguio and Cebu this April 2010.

With 17 out of 27 examinees that made it, USC posted a 63% passing mark, ranking 4th in Category A alongside Bicol University in Legaspi. The national passing percentage is 50% or 550 out of 1, 092.

CELEBRATING MILESTONES, EXPANDING HORIZONS
(Following is the speech delivered by Fr. Dionisio M. Miranda, SVD, University President, on the occasion of the unveiling of the logo celebrating the 75th year of SVD missionary service at the University of San Carlos, on Monday, 1 March 2010, at the Ayala Activity Centre, Cebu City.)
Time is not only a measure; it is a dimension; it is a history; it is a perspective. For the University of San Carlos 2010 is a milestone. Institutionally USC began as a grammar school, evolved into a college-seminary, and finally ended as a university. The school saw various personalities come and go, mostly religious, such as the Jesuits, the Dominicans, the Vincentians, and the SVD, always under the guidance of the Archbishop and in partnership with his clergy. It was silent observer to critical periods in Cebu history, such as the Spanish evangelization, conciliar reform, the Philippine Revolution, the American administration, World War II, independence, martial law and the outburst of People Power. With so many disparate events and personalities, places and institutions coming together the mind struggles to find a focal point to lend coherence to the whole, as a thread to a narrative.
It is the milestone which itself provides the perspective, for it was 75 years ago in 1935 when the Society of the Divine Word accepted the administration of the Colégio de San Carlos as its form of mission in this part of the archipelago. So soon after, the war totally devastated what little they had built, and could have aborted the mission then and there. But the pioneers regrouped, and instead of merely restoring the college, raised the school to its status of University of San Carlos on July 1, 1948. Steadily the school responded to the educational needs of Cebu and beyond by opening 8 colleges: Arts and Sciences, Education, Commerce, Engineering, Architecture and Fine Arts, Nursing, Pharmacy, and Law. USC was a founding member of PAASCU and promoter of its standards. Repeatedly granted autonomous status by CHED, USC boasts of a good share of Centers of Excellence and Centers of Development. Its international linkages are unmatched locally, and often fruitful. Its research institutes have contributed to Cebu in varied and significant ways, such as water management, population studies, history, architecture, literature and culture.
That is what USC reads out of, and invites you to read into, not only the logo for the celebration, but USC’s partnership with Cebu. The diamond represents the gem that is in people, for education is the systematic and methodical process of drawing out the very best in any learner, an end-result pursued each in its own way by the university’s major facets and minor planes, namely our colleges and departments. Some units have few parallels in the Visayas, such as Anthropology and Pharmacy, others are leaders in their fields such as Engineering and Biology; we compete respectably with Manila in Law and Architecture. The USC diamond blends with the SVD logo to affirm how intimately their histories have woven into each other. It signals as well our commitment to interlink our educational programs more and more with the social, economic and cultural agendas which will further enhance the progress and development of our island home. The cross points to our vision of educating to God’s love which embraces the world and redeems it in so many ways, especially through cultural and religious studies. The blue evokes the sea the first missionaries had to cross from Manila to Cebu, pointing to other horizons as we launch into the deep of twenty-first century educational challenges and possibilities marked by Bologna, Washington and APEC.
We invite you to join USC as we celebrate our common achievement and consecrate each milestone in thanksgiving to God who made it possible.

Utrecht Graduate Researchers Arrive
Two graduate students from the University of Utrecht’s Faculty of Geosciences in The Netherlands arrived on Wednesday, February 10. Ms. Karin Elizabeth Hoos and Mr. Peter Verhagen, both Master Program students in International Development Studies, will conduct research from February to May 2010. Ms Hoos will be investigating the “Saving Behaviour of Cebuano Households”, Mr. Verhagen will research on “Economic International Development Studies.”
The Office of External Affairs, in cooperation with the Department of Economics, will host and assist the two Dutch graduate researchers.
The University’s academic partnership with the University of Utrecht has been sustained through graduate student exchanges for many years.

Physician Board Examination Results 2010
The Professional Regulation Commission (PRC) announces that 621 out of 1,344 passed the Physician (Complete, Finals and Finals with Prelims) Licensure Examination given by the Board of Medicine in the cities of Manila and Cebu this February 2010. One (1) out of 11 passed the Preliminary Examinations.

GSI Helmholtz International Student Program
The GSI Helmholtz centre for Heavy-Ion Research is one of the world’s leading laboratories for fundamental research using a heavy-ion accelerator facility with a linear accelerator UNILAC, a synchrotron SIS18 and a storage ring ESR. Over the next years the international Facility for Antiproton and Ion Research (FAIR) will be constructed on the GSI premises adjacent to the existing complex. The centre provides unique research opportunities for investigations in the fields of nuclear and hadronic physics, atomic, laser and plasma physics, materials science and biophysics with applications in cancer therapy, as well as new accelerator developments and radiation safety.
Every summer the centre invites students in physics or related natural science disciplines from Europe or GSI/FAIR partner countries to participate in an International Student Program.
Scope: As the main task, each participant will work on a small research project in one of the research groups. A series of lectures will be held as an introduction to the various branches of research and applications using heavy ions. Free accommodation will be provided in guest rooms. USC ECE Awarded Center of Development (COD)
The Commission on Higher Education (CHED) presented an Award of Distinction to the University of San Carlos as a CENTER OF DEVELOPMENT (COD) for Bachelor of Science in Electronics and Communications Engineering (BSECE) effective December 21, 2009 up to December 21, 2012.
The recognition was signed by CHED Chairman Hon. Emmanuel Y. Angeles on December 21, 2009 at the Higher Education Development Center in Diliman, Quezon City. “Centers of Development (CODs) are higher education institutions (HEIs), both public and private, which have demonstrated the highest degree or level of standards along the areas of instruction, research and extension.”

USC Research Forum 2010
The second of the biannual USC Research Forum will be held on February 20, 2010 at the Buttenbruch and Gansewinkel Halls, USC Main Campus, taking on the theme, Poverty and Development: Higher Education’s Challenges, Responses and Contribution. The forum is a series of presentations of research outputs by not only USC’s researchers but also of members of the USC CHED Zonal Research Center. A total of 28 research papers, with a wide range of topics, from philosophy, religion, education to economics, biodiversity, energy, to food technology and business and industry, will be presented in parallel sessions. Dr. Felino Lansingan, Professor of Environmental Statistics at UP-Los Baños, has been invited to give the keynote speech on a topic related to Climate Change in the Philippine context vis a vis higher education.
It will be the second time USC will be holding its research forum with the participation of CHED ZRC member institutions as presenters. The first one was held last year with the objective of providing a venue for researchers from the Zonal Center to exchange information about the latest in their research works and at the same time promote the spirit of camaraderie among the members.
Organized by the Office of Research and the CHED USC Zonal Research Center, the forum is open to the public.
It will be the second time USC will be holding its research forum with the participation of CHED ZRC member institutions as presenters. Fu Jen Catholic University Students Visit USC
Taiwanese college students and three teaching assistants from Fu Jen Catholic University's College of Science and Engineering are visiting USC from January 21 to 30.
The exposure visit involves a week-long series of activities for the Taiwanese students to strengthen their English language proficiency and provide cultural exposure through participation in lecture and laboratory classes and interaction with Chemistry faculty and students in the morning and engagement in community extension work at Talamban National High School in the afternoon. A tour of Cebu and Bohol is also part of the itinerary.

In honor of the feast of the Child Jesus, Señor Santo Niño, a solemn procession is scheduled in the afternoon of Saturday, January 16. Since this falls on a Saturday before the mid-term examinations, we are supposed to have a whole day work. However, to allow the devotees to join the activity, work will only be up to 12:00 noon.
Monday, January 18, the day following the feast of Señor Santo Niño is a free day for universities in the city and in our university academic calendar. Thus, to give time for the students to make payments and secure their admission slips for the mid-term examinations, Tellers and Assessment Clerks are available in Downtown (Main) Campus on Monday, January 18 from 8:00 a.m.-12:00 noon and 1:30-5:00 p.m.

USC hosts Faigao 25th Anniversary and Homecoming
Faigao Memorial Writers’ Workshop 25th Anniversary

The Cornelio Faigao Memorial Writers Workshop has been supporting and promoting Bisayan literature and writers since 1984. On it’s 25th anniversary, the organizers are inviting all Faigao Fellows to attend the reunion this December 19, 2009.
Registration Fee: Php 500.00 (inclusive of meals and an e-book, “Brown Child: The Best of Faigao”)

USC Granted Autonomous Status by CHED Until 2014

The Commission on Higher Education granted anew autonomous status to the University of San Carlos for a period of five years, as the university satisfied CHED’s three criteria of having: 1) a long tradition of integrity and untarnished reputation, 2) commitment to excellence, and 3) sustainability and viability of operations. USC joins 41 other HEI’s across the country, being awarded with autonomous status and 15 others with deregulated status, in receiving the award of distinction presented by no less than H.E. President Gloria Macapagal Arroyo during an awarding ceremony held at the Rizal Hall of Malacañang Palace, in the presence of CHED Chairman Emmanuel Y. Angeles. Receiving the award in behalf of the University President was Fr. Felino B. Javines Jr., SVD, Vice President for Academic Affairs. USC is granted the autonomous status up to the year 2014.

(2) Free from regular monitoring and evaluation by CHED,

(4) Privilege to determine and prescribe its curricular programs to achieve global competence,
(5) Privilege to offer new course(s)/program(s) in the undergraduate and graduate level without securing permit/authority from CHED, except in disciplines that are under moratorium,
(6) Privilege to establish branch/es or satellite campus/es without securing government authority from CHED, and
(7) Authority to grant Honoris Causa to those deserving, per pertinent provisions of existing CHED issuance on conferment of honorary degrees.

Coffee Table Book: "Balaanong Bahandi: Sacred Treasures of the Archdiocese of Cebu"
The University of San Carlos Press and the Cebu Cathedral Museum formally launched last Thursday, November 26, a 308-page full color coffee table book entitled “Balaanong Bahandi: Sacred Treasures of the Archdiocese of Cebu”. The book details the art history and architectural features of the first 56 colonial-period parish churches and convents that were built in Cebu. The event, which was graced by Ricardo J. Cardinal Vidal and Gov. Gwendolyn F. Garcia, was witnessed by over 200 guests as well as book sponsors and partners.
Balaanong Bahandi is a project of the museum, the Archdiocesan Commission for the Cultural Heritage of the Church and University of San Carlos Press to mark 75 years of Cebu as an archdiocese. It is also intended to be a continuation of the seminal work of Fr. Felipe S. Redondo who in 1886 published the book, Breve Reseña de lo que fue y de lo que es la Diocesis de Cebu (A short account of what was and what is the Diocese of Cebu) or Breve Reseña, for short .
Under Msgr. Carlito Pono as project director, Balaanong Bahandi is perhaps the only coffee table book of its kind so far that is researched, written, photographed and printed entirely in Cebu by Cebuanos. It brings together pencil-pushers who are members of the archdiocesan heritage commission and the museum’s curatorial board together with young but professional heritage photographers.
Louella Eslao-Alix, Melva Rodriguez-Java, Trizer Dale Mansueto, Fr. Brian Brigoli and Arnold Sancover wrote the text while Jobers R. Bersales, USC Press manager, edited the book. It was Bersales who originally conceived the project and eventually became its project manager with Alix as coordinator.
The book’s principal photographers were Estan Cabigas, Lorens Gibb Lapinid and Mark Andrew Jorolan while Rodolfo Alix, Carlos Apuhin, Fr. Generoso Rebayla and Gil Francis Maningo contributed additional photographs. (Cabigas is a well-known photographer who has collaborated with the Augustinian historian Fr. Predro Galende in the book “Philippine Church Facades”.) Lapinid, who has won an international award for graphic arts, also served as the book’s layout artist and indexer. The book is a hardbound volume and was printed by Mackmayer Printers using 5-color Heidelberg speedmaster 102.
The book costs P2,000 each and will be available for purchase starting December 1 onwards at the Cathedral Museum (Tel. 4123455) and also from December 10 onwards at USC Press (Tel. 25321000 loc. 175).

Two departments named Centers for Development
The Commission on Higher Education and the Technical Panel for Engineering and Technology have identified the Department of Chemical Engineering and Department of Computer Engineering as CENTERS OF DEVELOPMENT, as approved during the 341st Commission en banc meeting on Wednesday, 14 October 2009.
The date and venue for the awarding ceremonies for the designated centers shall be announced later.

Pre-Midterm Exam Schedule
Pre-Midterm Examinations Schedule for 2nd semester 2009-2010
Pre-midterm examinations for the 2nd semester, 2009-2010 are scheduled on Dec 3-4, 2009 (Thursday & Friday). Examinations for Saturday classes will be arranged between the teachers and the students.
Students are advised to secure their pre-midterm Admission Slip from the Accounting office as early as possible to avoid rush at the last hour. Students who have been granted temporary enrolment or those who failed to submit their admission credentials (Certificate of Transer Credential, TOR, Certificate of Good Moral Character, original birth certificate) must secure clearance from the University REgistrar before they can claim their pre-midterm admission slip.
Teachers are reminded of the University policy of "NO ADMISSION SLIP, NO EXAMINATION" which has to be adhered to strictly. Teachers should double check the pre-midterm admission slips of their students before examination to make sure that they are indeed officially enrolled in the class. This should be done in order to resolve as early as possible the problems of students, especially for petitioned and tutorial classes, and to avoid cases wherein students request for enrolment even at the end of the semester.

Peter Bugden Scholarship, inaugurated
The Peter Bugden Scholarship was inaugurated on September 23rd 2009 at the University of San Carlos in Cebu.
The Peter Bugden Scholarship is established by the Catholic Education Office and the Primary and Secondary Schools of the Diocese of Sandhurst in acknowledgement of the dedicated career of Peter Bugden as a Diocesan Leader and wise steward of Finance, Facilities and Resources. Peter served Sandhurst parishes and schools over a period of 26 years with integrity, skill and faith-filled commitment.
This Scholarship is established to provide an opportunity for a Filipino student to complete a Degree in Business at the University of San Carlos. It is intended to support a student who is financially deprived and who would not otherwise have this opportunity. The Scholarship will be administered by the University of San Carlos. It will be reviewed at five yearly intervals by Catholic Education Sandhurst and the University.

USC: New Minor Program in Economics

Minor Program in Economics
RATIONALE
The Minor in Economics provides training in economic theory and methods at the intermediate level and at the level of upper class undergraduate field courses. It is designed to provide a student in allied fields of business, the social sciences, the natural sciences, and engineering with a familiarity with the economic perspective and methodology as it is applied on areas of common interest. These areas include but are not limited to, environmental management, financial markets, public management and policy, industrial organization, organizational efficiency and many others. In these areas, an understanding of the nature of the problems being studied is made more acute and complete with an appreciation of the implications of rational human behavior in dealing with the problem of scarce resources and the resulting incentives that ensue. This unique perspective to human behavior, the organization of institutions, and the resulting interplay is something that the discipline brings to the table.
In addition, the minor in economics is especially apt for students whose analytical and methodological skill sets in their majors coincide with those required for work in the economics major, roughly training in mathematical and empirical analysis, that would enable them to grasp economic principles at little added cost but with substantial benefits in terms of employability, workplace efficiency, and upward mobility. This will be especially true of students majoring in mathematics, computer science, physics, chemistry, statistics, and engineering. Increasingly, professionals with these skill sets are being tapped to bring these skills to bear on problems that intersect with those traditionally considered within the purview of the social sciences (e.g., networks, evolutionary games, regulation, financial markets). Opportunities for synergy are ripe in both cases.
The minor in economics will also make the transition to graduate or professional programs in economics, business or public policy easier for students with training other than these fields.
ACADEMIC REQUIREMENTS
1. Qualifying Requirements. A student opting to minor in economics must have completed the principles course sequence in economics consisting of Economics 21 (Microeconomics) and Economics 22 (Macroeconomics). As an alternative, a student who has completed Economics 1N (Principles of Economics with Taxation and Agrarian Reform) may minor in economics provided that his or her academic performance in the course indicates that he will complete the minor program at a standard acceptable to the Department. The Chair, in consultation with the faculty, will render judgment on admission on a case to case basis for the latter case.
2. Completion Requirements. (a) Six units of intermediate economic theory satisfied by taking Economics 121 (Intermediate Microeconomics) or its equivalent, and Economics 122 (Intermediate Macroeconomics) or its equivalent. (b) Nine units in upper level field and methods courses in economics and allowed equivalents.
PROCEDURAL REQUIREMENTS
1. An applicant for the minor program in economics must complete the application form for the program. Upon approval the student will be included in the list of student minors in economics. This will entitle the student to enroll in the listed economics courses in his/her minor program.
2. In all cases, the student must carry the normally required study load of his/her major program. Thus, a student minor in economics must proceed at a pace that is expected in his/her major program.
3. The grant of the credential of a minor in economics will only be possible if the student completes all the requirements for his major program.
4. If the requirements for the major and the minor program in economics are completed to the satisfaction of the Office of the Registrar, the Major Department Chair, the Chair of the Department of Economics, and the Dean(s) of both Programs, the student is recommended for the credential by the Vice-President for Academic Affairs and approved by the University President through the awarding of a Certificate of Completion. The student’s records will then reflect the completion of a “Minor in Economics” along with the student major field.

Applied Mechatronics Seminar
The Departments of Computer Engineering, Mechanical and Industrial Engineering organized the “Applied Mechatronics Seminar” last August 22, 2009 at the Rigney Hall, Bunzel Bldg., USC Talamban Campus. The objective of the one-day seminar was to discuss the latest trends in Robotics and Machine Vision.
The attendees were treated to a state-of-the-art discussion as the speakers were brought in from abroad via live inter-action. Dr. Duke Bulanon, former chairman of the ME/IE Department, talked about “Image Fusion for Fruit Detection” while Dr. Joe Mari Maja, also former chairman of the Department of Computer Engineering, discussed “Mechatronics: Solutions for Life”.’ Both are based in the University of Florida where they are pursuing post doctoral studies.
The seminar was participated in by faculty members and students, particularly 4th and 5th computer engineering and mechanical engineering students. Invited faculty members and students from the University of Cebu and the University of San Jose Recoletos attended as well.

Three Cebuano fiction books to be launched
The Cebuano Studies Center posted this report:
The Cebuano Studies Center will be launching three collections of Cebuano fiction with English translation this Friday, August 28, at 9 o’clock in the morning at the USC Buttenbruch Hall.
To be launched are two volumes of Sugilanong Sugbuanon, published by the Ateneo de Manila University Press, and a collection of Gremer Chan Reyes’ stories called Men at Sea and Other Stories, published by the National Commission for Culture and the Arts (NCCA).
The stories in Sugilanong Sugbuanon were edited and translated by the same writers who prepared the Sugbuanong Balak collections: Resil B. Mojares, Erlinda K. Alburo, Vicente Bandillo and Simeon Dumdum, Jr. Mojares introduces each volume with a critical essay on the development of Cebuano fiction. Research for the project was funded by the Toyota Foundation of Japan.
Vol. 1 carries 13 remarkable texts from 1852 (Antonio Ubeda de la Santisima Trinidad’s La Teresa) to 1940 (Antonio Abad’s “Ang Kaguol ni Banogon”). Other works representative of the pre-war period are by Vicente Sotto, Escolastico Morre, Juan Villagonzalo, Amando Osorio, Vicente Garces, Vicente Rama, Pantaleon Kardenas, Flaviano Boquecosa, Marcel Navarra, Estrella Alfon, and Florentino Tecson. Vol. 2 collects stories representing the post-war years, by 15 writers from Fausto Dugenio (1946) to Ma. Victoria Beltran (2005).
Men at Sea, both edited and translated by Hope Sabanpan-Yu, is a collection of ten stories written by Gremer Chan Reyes which were published in the Bisaya and Bag-ong Suga.
