A. In memoriam
Corazon Aquino (1933-2009)
On August 01, 2009 Corazon Aquino, the acknowledged icon of democracy in the dying years of the Marcos regime, succumbed to her battle with colon cancer. She was 76.
We do not expect today’s youth to feel towards her as our generation did, which is not to say that they should not appreciate the legacy she left.
This was the widow who united the nation in a non-violent struggle against the dictatorship; providing it a moment of magic the world was to remember as people power. This was the housewife who faced down armed challenges to our fledging democracy, reminding our security forces that they are subject to civilian supremacy. This was the citizen without a hidden agenda to pursue except the good of the nation as she saw fit, whose resolve not to exploit her stewardship for purposes of corruption was only a continuation of her reluctance to assume the same office. This was the President who surrendered power when the time came to do so, affirming the need for leaders to hand over power in a peaceful manner for the sake of institutional order. This was the Christian who made possible the hope that politics can be influenced by prayer, the intercession of the Virgin Mary, and hope in the grace of God. She may not have been the most skillful of administrators nor the most effective of managers; that in no way diminishes her contribution to the country when it was most needed. Ultimately she was the stateswoman who represented the ideals we miss so much in our present brand of politicians. She will be respectfully remembered. Paalam, Tita Cory.
By virtue of Proclamation 1850 President GMA declared a ten - day period of national mourning, that is to say, from August 1 – 10. During that time University of San Carlos will honor her passing by flying the flag on every campus at half-mast.
By virtue of Proclamation 1851, the date of her funeral has been declared as a special non-working holiday. “It is but proper for a grieving people to be given the opportunity to honor and show their respect, appreciation, and gratitude to the beloved former President in their own respective ways”, says President Arroyo. There will be no classes nor work at the University of San Carlos on August 5. You are all encouraged to accompany the nation in returning Cory to the earth, and therewith to her Maker.
B. Charter Day, Province of Cebu
Likewise, August 6, Charter Day of the Province of Cebu, is a free day for all.

USC Tuition Fees for 2009-2010

That the present period is a critical time in history is no longer a cliché but a sobering warning. Because the primary economic engine that is America has stumbled, the rest of the world is scrambling to adjust. Government reassurances notwithstanding, the Philippines is not immune from contagion; in fact unsettling evidence of the impact is already being noted at regional and province levels.
In Cebu City some of our own stakeholders have already manifested their apprehensions about possible tuition fee adjustments. As demanded by CHED and due process, and after consultation, we are now issuing the following announcement.
The USC administration, College Faculty Association (CFA) and the Administrative Employees Association (ADEA) have jointly agreed that for Academic Year 2009-2010, ALL FEES in ALL departments shall be MAINTAINED at their 2008-2009 levels.
Although this common decision is dictated by the global economic crisis, it is also the product of discernment in the spirit of our vocation as Christian educators. It aims to help new and continuing students of USC and their families to cope with the times even as they seek education in our institution.
Rest assured that the Administration shall partner with CFA and ADEA to look for ways to help faculty and staff to lighten the sacrifices they have graciously assumed to help others cope with the economic difficulties we all face today.
We invite each member of the USC academic and student communities to be more proactive in helping to cut expenses in our operations. An obvious start is avoiding wastage of or economizing on electricity and school materials. Thank you all for the goodwill shown so far; thank you in advance as well for the cooperation awaited in the future.

In honor of the feast of the Child Jesus, Señor Santo Niño, a solemn procession is scheduled in the afternoon of Saturday, January 17. Since this falls on a Saturday before the mid-term examinations, we are supposed to have a whole day work. However, to allow the devotees to join the activity, work will only be up to 12:00 noon.
Monday, January 19, the day following the feast of Señor Santo Niño is declared as a free day for universities in the city. Thus, to give time for the students to make payments and secure their admission slips for the mid-term examinations, Tellers are available on Monday, January 19 from 8:00 a.m.-12:00 noon and 1:30-5:00 p.m.

Institutional Renewal of the USC Alumni Office
ADVISORY ON THE USC ALUMNI ASSOCIATION
To: All USC alumni and the Carolinian Community
Re: Institutional Renewal of the USC Alumni Office
For more than two decades now there has been an ambiguity in the functional identity of the USC Alumni Office. On the one hand it is presumably the principal office tasked to manage USC’s alumni activities and to coordinate all alumni chapters; on the other hand the Carolinians Incorporated tended to assume those responsibilities and perform the same activities as well. In the best of times the overlap can be a valuable asset towards cooperation; in the worst of times it can lead to operational impasse. Hence the recurrent question: “To whom should USC alumni pledge their allegiance – to the University or to Carolinians Incorporated?”
Over the past several months the University President has been in communication with members of the outgoing and incoming Board of Carolinians, Inc., either directly or through the OIC for Alumni Affairs, Fr. Mar Alingasa, SVD. Discussions covered a broad range of topics, e.g., the definition of alumnus or alumna, the essence of an alumni organization together with its mission, structure, membership and activities, how chapters should relate to each other, traits of an ideal Carolinian alumnus and so on.
It is our pleasure to summarize the consensus at this point in the following statements. (a) The USC Alumni Association will be reinstated as the proper institutional organization, with a governance body to be constituted by the University Administration. The OIC for Alumni Affairs will issue the appropriate guidance and information. (b) Historically Carolinians Incorporated holds the distinction of being the first to be constituted not only as chapter of the USC Alumni Association but also as its first chapter based in Cebu. As a corporation, however, Carolinians Inc. cannot but be a juridical entity distinct from the USC Alumni Association. Accordingly CI accepts its operational status as an autonomous alumni chapter with its own constituency of life-time members. (c) Other alumni may choose to organize in the country and abroad under the guidance of the USC Alumni Association which shall accredit them as official chapters. All others who wish to organize independently as alumni associations are certainly free to do so; all USC insists on is that these should explicitly declare their autonomous status from USC.
Who then are USC alumni? USC alumni come from every segment of society, sharing common experience as USC students and graduates. They recognize that USC has enabled them to build professional foundations, rich personal relationships, moral convictions and the Christian idealism needed to enrich the unfolding of their daily lives.
The USC Alumni Association then forms a constituency that exists to promote the mission of the University of San Carlos to pursue educational excellence, broaden friendships among member alumni, and sustain loyalty to Christian ideals. This human network encourages individual alumni to emulate as closely in their family, social and professional life the ideals enshrined in the University motto: Scientia, Virtus et Devotio. Finally the association hopes that the interest stimulated for its alma mater also translates into voluntary support for its concerns. May your membership benefit you, and may you benefit many fellow Carolinians.

To give ample time for all employees to go home to their respective provinces for the celebration of All Saints’ Day and All Souls’ Day on November 1 and 2 respectively, Friday, October 31 is declared as a half-day work for all. November 3 is likewise considered as free day for all. However, we shall all report the whole day on Saturday, October 11, graduation day for the tertiary level, and Saturday, October 18, in preparation for the second semester enrolment.
We shall return back to work on Tuesday, November 4 and begin the second semester with a Mass in honor of San Carlos Borromeo, whose Feast we celebrate that day.
For the next days then, our schedule shall be:
October 11 Graduation for the tertiary level

Friday, October 12, 2007 has been declared a non-working holiday for the whole Philippines in celebration of Eid’l Fitre, the Muslim feast for the end of Ramadan. USC shall honor that day.
The announcement necessitates adjustments in the schedule of the University of San Carlos, thus:
College examinations shall be held from Monday, October 8 until Thursday, October 11.
Departmental exams that had been scheduled on Monday, October 8 are transferred to Saturday, October 6, and, when needed, according to departmental needs, continued on Friday, October 12.
Practices for graduation shall proceed as scheduled on Thursday, October 11, 2007.
College graduation for the first semester Academic Year 2007-2008 shall be held on Saturday, October 13 at the Church of St. Arnold and St. Joseph in our Talamban campus.
Monday, October 8, shall no longer be a study day for the College department.

University of San Carlos is an educational institution named after San Carlos Borromeo. As such, it follows the ideals of its patron, among which are to organize its academic programs and social processes so that those who take them become competent professionals who have at heart not just their professional advancement but the good of the bigger society.
University of San Carlos is a Catholic institution of learning. As such, it adheres to the teachings of the Catholic Church in all the aspects of academic life: teaching–learning, research, community service. At the same time, in the spirit of ecumenism and communion, it shares what it believes even with those of other faiths and those who may not have any.
University of San Carlos is owned and operated by the USC Corporation, the majority of whose members are missionaries of the Society of the Divine Word (Societas Verbi Divini: SVD). As such, in its pursuit of its academic and educational goals, it is committed to spread the Word of God and to endeavor that the Word is not only preached but practiced and lived. It is committed to inspiring the community within and outside it with the SVD missionary spirit which draws its strength from the Word of God who became man and lived among us.
University of San Carlos is part of the global society that is the city and province of Cebu, the region of the Visayas, the Filipino nation, Asia, and the world. As such, it collaborates with all stakeholders in education, with government and non–government organizations, with all people of good will in pursuing its educational mission and in responding to social and environmental concerns.

Within our worlds, shaped and guided by our Catholic faith, the missionary orientation of the Society of the Divine Word, and the ideals of our patron, San Carlos Borromeo, the University of San Carlos strives to be the best educational institution that we can be, to give our best to those who entrust themselves to us for the education that they seek.
Beyond our borders, our Corporate Social Responsibility also urges us to go, and so do we. We reach out to those who can not come to us. With them we share “what we have heard, what we have seen with our own eyes, what we have watched and touched with our hands: the Word, who is Life” . . . so that they, too, “may be in union with us, as we strive to be in union with the Father and with his Son, Jesus Christ ,. . . and so that our joy may be complete.” (1 John, 1:1-4)
